Objectif général

L’objectif général du projet dont ce marché fait partie est de contribuer au renforcement de l’efficacité de l’aide de I’UE en République de Djibouti afin de promouvoir la croissance économique du pays et réduire la pauvreté en ligne avec les objectifs de développement présentés dans la Vision Djibouti 2035. Objectifs particuliers

Les objectifs particuliers du présent contrat sont les suivants :

  • Objectif 1 : Améliorer le système national de planification et de mise en oeuvre des stratégies de développement;
  • Objectif 2 : Améliorer le système national de suivi-évaluation des stratégies et plans de développement;
  • Objectif 3 : Renforcer le dispositif national de développement des capacités de planification et de suivi-évaluation des stratégies et programmes publics.

Profil des Experts recherchés

E1 : Expert en audit du secteur public - Chef de mission. (8 mois)

  • expert-comptable diplômé justifiant d’au moins 10 ans d’expérience dans le domaine de l’audit du secteur public ayant déjà conduit une mission similaire comprenant plusieurs experts.

E2 : Expert en Audit organisationnel et financier et la Modernisation du système de contrôle financier (4 mois)

  • Il devra être titulaire d’un diplôme universitaire bac+5 en audit et diagnostic financier, gestion financière et contrôle financier,
  • Avoir une solide expérience dans l’audit externe des états financiers, et faisant profession habituelle de réviser les comptes ;
  • justifier d’une expérience avérée (au moins 5 ans dans le domaine de la formation du personnel chargé du contrôle des finances publiques,
  • Avoir une très bonne connaissance des normes internationales d’audit du secteur public et avoir collaboré avec des institutions de contrôle supérieur régionales ou internationales dans le domaine notamment de la formation,
  • avoir une bonne capacité pédagogique et une grande capacité de synthèse

E3 : Expert en Contrôle interne des établissements publics et administrations (4 mois)

  • Etre titulaire d’un diplôme de haut niveau (bac+5) dans le domaine de contrôle, des finances publiques, sciences économiques, de la stratégie ou domaines similaires;
  • Disposer d’au moins 5 ans d’expérience professionnelle dans le domaine de la gestion stratégique, opérationnelle et managériale ainsi que dans le domaine de suivi-évaluation des organisations ou une expérience confirmée dans le domaine de conseil et d’assistance aux institutions de contrôle des finances publiques ;
  • Avoir collaboré avec les organisations régionales et internationale dans le domaine d’élaboration de stratégie ou d’évaluation organisationnelle ;
  • avoir exercé une responsabilité de haut niveau dans le domaine suscité et avoir une connaissance approfondie du processus de planification stratégique et des systèmes de suivi –évaluation des organisations ;
  • Avoir une bonne capacité pédagogique et une grande capacité de synthèse

E4 : Expert en gestion des finances publiques axées sur les résultats (GAR) (3 mois)

  • être titulaire d’un diplôme Universitaire BAC+5 en finances publiques.
  • Faire preuve d’une expérience professionnelle de 10 ans dans la formation en statistiques et les questions de classifications budgétaires.
  • Une maitrise d’autres systèmes de gestion statistiques et finances publiques autres que le SFP 2001 sera appréciable.
  • L’expert devra fournir les références des missions similaires pour les projets financés par les bailleurs de fonds comme la BAD, IDA, etc., qu’il a réalisés.

E5 : Expert en comptabilité publique (rattaché à la Direction de Comptabilité publique) (3 mois)

  • Etre titulaire d’un diplôme d’expert-comptable ayant au moins 20 ans d’expériences,
  • avoir une parfaite connaissance du droit public et des normes juridiques et comptables.
  • Disposer d’une expérience dans le cadre des projets similaires financés par des bailleurs de fonds internationaux
  • Avoir des bonnes notions de la comptabilité publique ;
  • une bonne connaissance de la région serait un plus

E6 : Expert en contrôle des finances publiques (rattaché à l’inspection générale des finances) ( 6 mois )

  • être titulaire d’un diplôme de haut niveau (bac+5) dans le domaine de contrôle, des finances publiques, sciences économiques ou domaines similaires ;
  • disposer d’au moins 10 ans d’expérience professionnelle dans le domaine du contrôle du secteur public et une expérience confirmée dans le domaine de conseil et d’assistance aux institutions de contrôle des finances publiques ou avoir collaboré avec les organisations régionales et internationale en matière de contrôle du secteur public ;
  • avoir exercé une responsabilité de haut niveau dans le domaine suscité et avoir une connaissance approfondie des normes internationales de l’audit du secteur public ;
  • avoir une bonne capacité pédagogique et une grande capacité de synthèse.

E7 : Expert en gestion des administrations publique (rattaché à la Direction de l’audit et de portefeuille) (6mois)

  • Etre titulaire d’un diplôme de haut niveau bac+5 (DESS, DEA), en Sciences Économiques, et/ou en Gestion des Administrations Publiques
  • Disposer d’au moins 6 ans d’expérience dans la bonne gouvernance des entreprises et établissements publics, la gestion de projets, suivi évaluation;
  • Avoir des connaissances avérées dans le domaine des réformes économiques, financières et/ou des finances publiques, et le renforcement des capacités institutionnelles.
  • Un doctorat dans les domaines sus cités serait un plus.

Org. Setting and Reporting

This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Juba, South Sudan. Under the overall supervision of the Head of Office, OCHA South Sudan, the Associate Administrative Officer reports to the Administrative Officer.

Responsibilities

Within delegated authority, the Associate Administrative Officer will be responsible for the following duties:

PERSONNEL ADMINISTRATION: • Directs the maintenance of the departmental staffing table, advises the Chief of Unit on ways to optimize resources and liaises with substantive offices. • Supervises the work of the Human Resources Assistant, Administrative Assistant and Administrative Clerks. • Checks for accuracy and approves Personnel Actions. • Advises staff on entitlements and liaises with Personnel Service. • Verifies the monthly Duty Status Summary. • Drafts or directs the drafting of, personnel-related correspondence. • Liaises with Unit’s Administrative Officers to ensure availability of funds for various personnel actions, under DHA’s various Trust Funds.

RECRUITMENT AND PLACEMENT: • Advises the Chief of Unit on upcoming vacancies. • Initiates and assists incumbents and/or supervisors in, the drafting of job descriptions; prepares requests for announcement of vacancies. • Reviews short-lists received from Personnel Service and prepares the work of Departmental panels, co-ordinates Department’s recommendation of candidate. • Drafts correspondence concerning unsolicited applications and selects applicants to be placed on roster for short-term recruitment or consultancies.

OTHER RESPONSIBILITIES: • Supervises the maintenance of personnel and personnel related files, and ensures the maintenance of an effective and transparent filing system. • Supervises the Department’s Internship Programme, handles correspondence with applicants and maintains roster of interested candidates. • Reviews procedures of personnel administration in the Unit and initiates improvements/streamlining as necessary.

Education

An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related field. A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible experience in administration, finance,human resources management or related area. International field experience in emergency situations is desirable. Experience within the United Nations common system or other international organizations handling administrative-related matters is desirable. Field experience in the Region (North-East Africa) is desirable. No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Qualifications

Experience:Minimum of five years’ international experience managing large development and humanitarian projects with many staff in a reputable international organization.

Education: Master’s degree in Social Sciences, development studies or its equivalent from a recognized institution.

Professional skills:Experience with related agencies, ecumenical partners, other NGOs, UNHCR, UNICEF, ECHO, SIDA and BPRM. Demonstrated experience and skills in training facilitation, conducting assessments, baselines and evaluations using participatory methodologies; data analysis and interpretation.

Experience developing, resourcing and leading large budget, complex projects spanning multiple technical specialties. Awareness of the general political, economic and development dynamics of the region. Strong organizational and management skills. Excellent verbal and written English skills. Arabic language skills would be an advantage but not a requirement. Possession of practical skills in writing concepts notes, donor proposals and reports Sound understanding of project management cycle, humanitarian principles and standards including SPHERE, HAP and the Code of Conduct Computer literacy with full knowledge of office applications, internet and email Willingness to travel for over 30% of time and to live/work in remote locations with very basic conditions.

POSITION DESCRIPTION

Job purpose:

The Area Coordinator (AC) – Jonglei is responsible for the overall supervision and management of all LWF programs in Jonglei State. This entails overall responsibility for the effective and efficient management of LWF development and emergency operations in Jonglei State. This shall entail human, financial, logistics and procurement, and administrative resources and functions of the project area. The AC is the primary representative of LWF in key coordination meetings with communities, NGO partners and Government authorities and departments in Project areas.

Reporting & Communication lines: The AC shall report to the Program Coordinator or the person designated by him or her under the overall leadership of the Country Representative. The AC shall maintain communication lines with the Emergency Manager, Development Manager, Finance Officer, Logistics and Administration Officer staff in Jonglei and staff in the Country office in Juba.

Duty station: Panyagor, Jonglei State, South Sudan with 30% time for travelling to other project sites.

Key Functions:

Program management

· Responsible for the overall planning, implementation, monitoring & reporting and general administration of LWF/DWS projects in Jonglei in accordance with LWF policies and donor agreements and guidelines.

· To lead, guide and support all Jonglei staff in their activities, both emergency response and development work.

· The AC shall directly coordinate both development and emergency projects in Jonglei state. 70% of the AC’s time shall be based in Panyagor and 30% in other locations in Jonglei.

· Facilitate the strategic formulation and planning for future development and emergency projects, including replicating or scaling up best practices and lessons learned.

· Develops new and innovative concept notes and proposals in line with developments and needs expressed on the ground, and shares them with the Country Management Team for further discussions and agreement;

· Oversees and manages the LWF/DWS community-based projects in accordance with LWF/DWS policies and donor guidelines, including the use of the Rights-Based Approach (RBA) and other internationally accepted standards adopted by LWF/DWS [e.g. SPHERE, Humanitarian Accountability Partnership (HAP), Community Based Psychosocial Approach (CBPA)];

Coordination and accountability

· Builds effective networking/collaboration relations, communication and partnerships with implementing partners, communities, NGOs and local and State level Government stakeholders and protects LWF integrity and accountability.

· Takes prompt and appropriate action to resolve existing and anticipated problems and address the concerns and complaints of stakeholders. The AC shall facilitate formulation of a practical Complaints and Response Mechanism (CRM) suited to the local context.

Monitoring and reporting

· Carries out regular field supervision and monitoring of activities and processes in which project funds, materials and equipment are utilized and verifies progress and quality of work done;

· Establishes appropriate procedures for internal monitoring, smooth implementation, and reporting of development and emergency activities in accordance with project objectives and indicators (as contained in Logframes) and ensures regular communication and reporting;

· Oversees preparation of quality and timely monthly, quarterly, bi-annual and annual reports for submission to LWF country management and donors;

· Supervises the Development & Emergency Managers and provides oversight on day-to-day planning, data collection, analysis, documentation/reporting.

· Ensures periodic project reviews and lesson learning exercises are conducted and documented.

Finance

· Monitors closely project expenditures against the approved budgets

· Ensures effective application of adequate internal control and risk management procedures, including proper authorization of purchases and payments, and ensures satisfactory accountability of all project expenditures in line with LWF/DWS financial regulations;

· In liaison with the Finance Officer, prepares and presents timely and accurate monthly financial projections of expenditure for both development and emergency projects. These shall correspond with approved monthly, quarterly and annual work plans for all Jonglei operations;

· Ensures timely submission of monthly cash projections, financial reports and supports the finance officer to fulfill their functions in liaison with the Finance Manager.

Human Resources

· Recruit qualified project staff with the help of the HR/Admin Coordinator and Juba management. The AC shall design the Job Descriptions and manage the performance of staff under his/her direct supervision;

· Maintain team work and an enabling working environment for field teams including ensuring clear reporting and communication channels and regular documented meetings.

· Support the professional development of the team members and conducts regular performance appraisal of the team members

· Support the identification of training needs and plans and their execution.

Administration/Procurement/Logistics

· Certifies all requests for procurement and contracts in conjunction with the Procurement Committee and ensures that procurement of goods and services for project implementation are done in accordance with established LWF/DWS South Sudan policies and procedures;

· Implements organizational goals, ensuring compliance by way of guiding field staff and inducting them into organizational systems and procedures;

· Manages all LWF assets in Jonglei including equipment and materials in close consultation with the HR/Admin, ProLog Coordinators and Finance Manager.

· Maintains updated asset register and monitors and reports regularly on the proper usage of LWF assets, supplies and other consumables;

· Ensures safety and security of staff and advises and consults with the LWF/DWS country management on security matters, and takes appropriate action in line with the security policy;

· Carries out any other duties as assigned by the supervisor or LWF/DWS Country Representative.

We are looking for highly qualified, self-motivated Camp Managers able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.

Who are we?

The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.

About the job

The Camp Manager is responsible for supervising and managing all DRC staff and all DRC activities in the Refugee or internal displacement sites. In Maban Refugee camps this includes a multi-sectorial approach in camp management and coordination, shelter construction, community services, livelihoods, and the distribution of NFIs. In the IDP sites this is mostly camp management and coordination and shelter with protection.

In addition, the Camp Manager is responsible for the coordination of assistance and services at camp level. This entails building effective partnerships with a diversity of stakeholders, ranging from IDPs/refugees to humanitarian partners, local communities, and government authorities.

Duties and Responsibilities

Management:

  • Responsible for supervision and management of all camp staff and DRC activities in the refugee camps/IDP sites, including camp development, shelter construction, community mobilization, community services, distribution.
  • Ensure that adequate staffing is in place for the camp management activities, including an appropriate gender balance within the staff group. Ensure all staff are trained on the skills and values required.
  • Coordination of onsite finance and administration with the Finance Manager and Head of Office
  • Monitor financial commitments and expenditures against budget.
  • Ensure that the organization’s financial, logistics, security and human resources policies and procedures are fully implemented in relation to all camp management staff.
  • Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.

Program Implementation:

  • Identify gaps in service provision to refugees/IDPs, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support.
  • Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors.
  • Continually maintain and develop governance and community participation mechanisms in the camp, ensuring that the voices of men, women, boys, girls and groups with specific needs are heard and represented.
  • Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees/IDPs.
  • See to it that shelters and communal facilities are provided for refugees/IDPs in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines.
  • Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner.
  • Adapt camp activities, as applicable, in close coordination with the Team Leader, Head of Programme and Country Director in South Sudan, if/as the context changes. In particular, the camp manager must be able to scale up camp activities in the case of a large refugee/IDP influx.
  • Maintain an open dialogue with the camp population as well as host communities.

Program Development:

  • Identify gaps with a view to generating ideas for future projects with strong beneficiary impact.
  • Develop concept notes and/or proposals and budgets in close cooperation with the Team Leader, Head of Programme, and the Country Director in South Sudan.

Representation:

  • Chair weekly camp coordination meetings as well as meetings with refugee/IDP leadership committees.
  • Facilitate/chair other coordination meetings related to the camp, in consultation with the Head of Office.

Reporting:

  • Report regularly on camp activities to the Team Leader/Head of Program for donor reporting.

About you:

  • Minimum 3 years of humanitarian work in refugee camp or IDP camp setting.
  • Minimum 3 years of professional work experience in camp management. community mobilization and distributions in a leadership. position, and solid understanding of camp dynamics.
  • Excellent analytical and communication skills.
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders, including community leadership.
  • Proven ability to manage coordination of all partners delivering services in camp setting, including facilitation of coordination meetings.
  • Proven ability to work and live in very basic living conditions in an IDP or refugee camp setting.
  • Ability to work under pressure, with minimal supervision, and in a culturally diverse team.
  • Advanced university degree in human rights, social sciences or related field or equivalent practical experience.
  • Demonstrated record of field and operational experience at an international level in complex emergencies.
  • Proven ability to manage multi-sectoral programs and a diverse staff group.
  • Ideally, you will also have previous experience working in South Sudan.

We offer

Contract: A one-year contract, with the possibility of extension.

About DRC

The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world. About the job

The Community Services Officer, under the management and supervision of the Camp Manager and in close collaboration with the Camp Operations Officer has the following objectives:

Design, implement and supervise the camp management community services in the PoC (Protection of civilians) sites

Identify camp-specific issues, propose and implement adequate rapid solutions

Manage the IDP Outreach Worker Network, spread messages through the network and collect relevant information/complaints

Work in close collaboration with IDP stakeholder (Community Leaders, Elders, Representative Committees…) to ensure a wide acceptance of camp management activities in particular and facilitate dispute resolutions regarding the provision of humanitarian services in general.

Specific duties and responsibilities

This position will support the relocation process of 50,000+ IDPs in Bentiu PoC

In charge of Camp Management Community Services in the PoC

  • Set up and supervise the complaints and feedback mechanism in the PoCs, collect, analyse and refer complaints as appropriate
  • Set up and organise assistance for the burials of IDPs residing in the PoC
  • Implement the fire prevention plan in the PoC and conduct fire prevention training sessions on a regular basis
  • Conceive and conduct recreational activities for youth on a regular basis
  • Participate in verification exercises of the IDP population living inside the PoC area
  • Support the creation of community committees and consequently advise them as needed
  • Contribute information about camp management services that should be integrated in the camp layout for the new extension
  • Ensure that the appropriate counterparts and stakeholders are consulted on the implementation of certain community services (e.g. community representative) in a timely manner when relevant.
  • Identify camp-specific issues, propose and implement adequate rapid solutions.
  • Maintain diaries and compile periodic reports and any specific reports required by the camp manager

Develop and sustain close relationship with camp population

  • Develop, support and manage a network of community outreach workers living in the PoCs to facilitate the dissemination of information and collect key insights on social, cultural and livelihoods related aspects of the IDPs in the PoC
  • Act as a focal point for community engagement and messaging from humanitarian agencies to IDPs and vice versa
  • Participate in CCCM assessments in Upper Nile State outside of Malakal UNMISS PoC.

About you

To be successful in this role you must have:

  • 3 years of experience in similar position in humanitarian sector

About the job

Reporting to the Head of Programme, the CCCM Coordinator will support the 6 Camp Managers to ensure high quality camp management programmes and share experiences, lessons learned and good practices across sites. The CCCM Coordinator will support the roll out and strengthening of communication and complaints mechanisms, and improved accountability to beneficiaries. The CCCM Coordinator will attend the national CCCM cluster and relevant working groups, ensuring information flow to and from field sites and provide technical advice as required and troubleshoot issues arising in camp management. The incumbent will also coordinate and lead on strategy development.

Key tasks and responsibilities:

  • Actively participate in national CCCM cluster and provide support to State co-lead/s as appropriate;

The Country Finance Officer is responsible for the proper technical performance of all accounting/financial activities of the mission and its projects. In this context he/she ensures the correct and effective management of financial resources in accordance with the organization's procedures. In addition the officer is the technical referent for all administrative issues.

The Country Finance Officer reports to the Head of Mission (HoM).

The main responsibilities and tasks are to:

  • in collaboration with the HoM, ensure the compliance with INTERSOS/donors procedures
  • assist the relevant team members with country and project accounting; assist the mission with all interim and final financial reports
  • collaborate in preparing country and projects economic and financial planning
  • assume the responsibility for Juba office cash account administration

The Danish Refugee Council (DRC) is looking for a Project Manager who will have overall responsibility for managing DRC’s livelihoods programming under Bureau Population, Refugees and Migration (PRM) programming across two locations.

Danish Refugee Council (DRC) is providing assistance to conflict affected population, through our presence and operations in most major humanitarian emergencies. In support of our objective to continue delivering high quality assistance, DRC is offering the opportunity for motivated, experienced and dedicated humanitarian professionals, to join one of the world’s leading humanitarian NGO’s.

DRC has been present in South Sudan since 2004 is working in the sectors of camp management, protection, shelter/NFI and food security and livelihoods in six locations across Unity, Upper Nile and Northern Bahr-el-Ghazal states.

The anticipated funding will provide vocational training, Cash For Work and small scale IGAs inside Ajuong Thok and Doro refugee camps, as well as with host community members, aiming to increase and improve livelihood opportunities, with a focus on youth.

About the job

Reporting to the Team Leaders in the locations, with support from the FSL Coordinator based in Juba the Project Officer will have the responsibility to ensure the implementation of the livelihoods component of the anticipated PRM programme. The project officer will be responsible for preparing and following work plans to ensure that targets are met and results achieve. They will also have responsibilities for managing the associated budget lines as well as locally recruited staff who will be dedicated to the programme. Project Officer will also be in responsible for tracking progress of the livelihoods component of the project and preparing regular reports.

Duties and Responsibilities

Management

  • Management of national staff recruited specifically for the project
  • Management of livelihood budget lines.
  • Participating in the hiring process, as well as ensuring staff have work plans and appraisals according to DRC guidelines
  • Capacity building of national staff

Programmes and Reporting

  • Ensure timely project delivery of livelihoods components according to project documents and donor agreements
  • Contracting the building of, equipping and staffing 2 vocational training centres
  • Ensuring that 544 youth receive vocational training courses
  • Ensuring facilitation of literacy training for 120 women
  • Supporting 60 youth with small scale IGA inputs
  • Ensuring all PCM tools are in place for the livelihoods components including procurement plans, expenses forecasts, work plans and M&E plans.
  • Preparing monthly internal reports, as well as contributing to quarterly and final donor reports according to approved formats.
  • Support the mainstreaming of protection into all programme activities.

Finance, Administration, Human Resources, Logistics

  • Ensure that adequate staffing is in place according to the agreed budget, including an appropriate gender balance
  • Ensure that the organisations’ financial, logistics, security and human resources policies and procedures are fully implemented
  • Maintain budget overview and ensure timely utilization of grants according to spending plan and monthly spending reviews.

Coordination

  • Coordination with other Programme Managers and actors working in AJuong Thok and Maban.
  • Participation in the Camp level FSL working groups
  • Represent DRC in the area of operation as required

Fundraising

  • As the majority of the fundraising is done locally, the Team Leader you may be asked to contribute to calls relevant to the livelihood sector.*M&E and reporting*
  • This position is ultimately responsible for ensuring that all supporting documentation is collected and maintained according to best practices and agreed protocols.
  • Ensure indicators are tracked regularly and are verifiable based on supporting documentation

About you

To be successful in this role you must have:

  • At least 3 years’ proven and successful track record of project management in humanitarian response or development programming.
  • Essential to have experience of livelihoods programming.
  • Experience of vocational training programmes, preferably around skills such as metal work, carpentry and masonry.
  • Experience of working with youth, and the protection issues that are associated with this.
  • Experience of working in Refugee or IDP camp setting an advantage.

South Sudan: DDG Programme Officer

Background

Danish Refugee Council (DRC) and its specialist human security unit, Danish Demining Group (DDG), have worked in Sudan since 2004 and in present-day South Sudan since 2006. Initially, the ‘sister branches’ worked completely independently but, since July 2012, DRC and DDG have been fully merged in South Sudan for two reasons: To ensure cost efficiencies and to harness the strengths of both programmes which during situations of emergency and recovery address the rights to security, protection, basic needs, and community driven recovery.

Purpose

DDG’s Programme Officer is a central position in the operation, as s/he is the main Juba-based focal point for everything relating to DDG’s portfolio and links field and Juba, and Juba with CPH HQs. The purpose of the position is to ensure that DDG South Sudan develops its Mine Action and Armed Violence Reduction programme according to identified needs, and ensure that funding is available to carry out the proposed activities. Furthermore the Programme Officer will, in close collaboration with DRC focal point, ensure that all contractual and grant management deadlines and requirements are fulfilled. In order to fulfil those tasks and ensure the sharing of program information, the Programme Officer will serve as the link between DDG field staff and the Juba country office, and between the country office and the Copenhagen HQs.

Management

The Programme Officer reports directly to DDG’s Operations Manager (OM)/ Officer in charge and in the absence of the OM to DRC/DDG’s Country Director. The Programme Officer will work directly with DDG Technical Field Managers, DDG M&E Officer as well as all DRC Department representatives.

Specific duties

The specific responsibilities of the Programme Officer position are, but not limited to:

  • Responsible for furnishing Concept Notes and Proposals for both Mine Action and Armed Violence Reduction programming in close collaboration with the Operations Manager for both DDG stand-alone programmes and DRC/DDG integrated programmes.
  • Analyse the Armed Violence Reduction programme types from DDG Global unit for suitability in the South Sudan context and develop a country specific framework and accompanying manuals for implementation.
  • On a yearly basis facilitate the development of the DDG Strategy for South Sudan, with input from DRC/DDG CD and DDG Operations Manager.
  • Ensure programme and operations information is saved in correct formats and stored appropriately (eg. reporting, proposals, strategy documents, progress data) and shared when required to donors, HQs and other recipients.
  • Ensure all DDG’s grant budgets are reviewed on a monthly basis by the DRC/DDG finance department, and determine whether spending rates are on track, budget lines are used correctly, and any re-bookings are required.
  • Support the Operations Manager as required, e.g. point of Contact for DDG related meetings when Operations Manager is unavailable (e.g. Abyei Coordination meeting, Protection Cluster, NMAA, UNMAS and donor meetings).
  • Support the Operations Manager in the DRC/DDG integrated activities, ensuring smooth and effective processes and operations.
  • Support the DDG field activities with programme related, logistical and admin support as required and in cooperation with DRC/DDG support functions. Occasional field visits to support the operational teams will be required to ensure logistical, financial, and administrative support is properly provided to the field operations.

Requirements

  • A minimum of 3 years of relevant working experience with humanitarian international NGOs, UN agencies or donor agencies.
  • Practical experience of programming in the field of human security, including mine action, armed violence reduction, security sector reform and/or peace-building.
  • Proven work experience in programme and support services management and development.
  • Proven skills in proposal writing and budgeting.
  • Preferably a post-graduate degree in Social Sciences, Law, International Development, International Relations or related areas, or proven work experience in the relevant fields.
  • Fluency in written and spoken English.

Org. Setting and Reporting

This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) based in Juba, South Sudan. Under the overall supervision of the Head of Office, OCHA South Sudan, the Associate Humanitarian Affairs Officer will be reporting to the Deputy Head of Office.

Responsibilities

Within delegated authority, the Associate Humanitarian Affairs Officer will be responsible for the following duties: • In consultation with a senior Humanitarian Affairs Officer/Deputy Head of Office and OCHA Head of Office, assists in the design and preparation of studies on humanitarian, disaster, emergency relief and related issues and in various follow-up activities. • Researches, analyzes and presents information gathered from diverse sources on assigned topics/issues. • Contributes to the preparation of various written documents, e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, correspondence, presentations etc. as required. • Develops and maintains reference/resource information on specific topics or policy-related issues; responds to various inquiries and information requests internally and externally. • Assists in the production of appeals for international assistance. • Assists in the organization of meetings, seminars, conferences, work shops, etc. with other agencies and partners to facilitate exchanges of professional expertise and views on specific humanitarian-related subjects/issues; serves as reporter to such events. • Maintains awareness of current humanitarian affairs and related issues, to include relevant political, policy, gender considerations or other developments in specific subject area, country or region concerned. • Participates in technical assistance, disaster assessment or other missions. • Participates in project/programme formulation and mobilization of relevant resources. • Performs other duties as required.

Education

An advanced university degree (Master's degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or related area. Work experience in the field (actual setting where a mission or project is being implemented) is desirable. Experience working in the context of natural disaster response or complex emergencies is desirable. Experience in developing, analysing and reviewing reports for senior management is desirable. Experience in the Region (North-East Africa) is desirable.

No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

The United Nations World Food Programme (WFP) South Sudan is inviting international or national nongovernmental organizations as well as private sector actors to offer services in conducting third party monitoring[1] of its projects in South Sudan. The main objective of the exercise is to increase monitoring coverage and verification of project implementation on behalf of WFP in areas that are inaccessible or have limited accessibility to WFP.

This request for Expression of Interest aims at identifying and shortlisting potential partners that by meeting the selection criteria will be invited to participate in a Request for Proposal (Tender) which will result in a contract.

[1] An approach whereby, due to restricted access to targeted beneficiaries, WFP contracts an outside entity to assume responsibility for monitoring activities typically conducted by cooperating partners or by WFP itself.

The successful candidate will be responsible for the operation, maintenance, and repair of our MW 330 assets. You will also be responsible for training, assessing and monitoring all national staff who utilise the Minewolf 330, working to build local capacity for humanitarian mine action activities. The role can often be remote, working in challenging contexts away from home comforts, but the life-saving impact the work has on local communities is very real, and rewarding. This is a fantastic opportunity to be involved in MAG’s life-saving work on a day-to-day basis.

About you:

You must be a qualified mechanic with significant experience of working on Minewolf machines, in particular the MW330 with experience of conducting training and mentoring to our locally recruited operators and mechanics. Areas of operations are often remote with basic amenities, so applicants will need to be able to deal with living and working in challenging environments. You must be willing to take on the challenges of working in the developing world, as part of a flexible and committed team, to save lives in communities which need it most.
